Vermont: Another Stab Against Substance AbuseDrug and alcohol abuse takes a heavy toll, as evidenced by the number of people in jail who landed there through some form of substance problem. Now a new effort is underway to put a dent in the problem -- even though the attempt may be against the odds.
Gov. Jim Douglas and mayor Peter Clavelle put aside any political differences to embrace a new approach to solving this old problem. "It's a topic that's of such importance that I'm not sure that all of our communities have been addressing it adequately in the recent past," Douglas told reporters.
Alcohol leaves individuals and their families ravaged. The scourge of hard drugs is a growing crisis that seems to defy solutions. Douglas has made this his own priority with a $9.1 million program aimed at drug and alcohol education, treatment and enforcement. Now the greater Burlington area will launch a series of meetings known as study circles, in which small groups of interested people meet with the goal of coming up with workable solutions.
Clavelle said,"I was surprised to learn today that as widespread as study circles are in this country, this is the first time it's been used to address and provoke a discussion around substance abuse."
"The statistics are just astronomical," Douglas noted. "We've had a quadrupling of overdose deaths in Vermont in the last three years. We've had an increase in criminal investigations into drug trafficking."
The lure of legal and illegal substances raises the question of which ones deserve the greatest priority. Bob Bick of Howard Community Services, an old hand at fighting drug and alcohol abuse, said "It's really a Sophies' choice. Alcohol continues to be the most costly drug of abuse in the state of Vermont, but the devastation that's caused by heroin, by methane, by cocaine, continues to wreak havoc in Vermont."
An organizational meeting will be held at Burlington city hall on Monday, Oct. 20, from 5:30 to 7:00pm. The convening group, the Chittenden County Substance Abuse Coalition, plans to wrap up the series of meetings with a "drug summit" on Jan 7th.

The question remains: how can a group, no matter how committed to solving the problem of substance abuse, come up with tangible results? They hope that anyone with an answer will take part in the study circles.
